Community Maintainer Wishlist

In addition to the current ability to make the whole community moderated (moderator must approve post before it is posted by all users unless they have been explicitly granted the ability to post straight through) I would like the ability to, in a largely unmoderated community, selectively turn on moderation for certain (known to be problematical) users.

One could easily get around this, but ... eh. It's a thing, you know?
